Route 25

Where?

North of Cerulean City, towards Bill's Sea Cottage. Head up Nugget Bridge and then to the right where all the trainers are, taking the only path through the maze until you come to the top where there's a Camper; there, just turn left to get to the grass. The pond where you can surf and fish is on the eastern side, below Bill's cottage.

Notes

Once you've encountered it in the overworld in several places (north of Cianwood, outside the middle entrance of Mt. Mortar, Vermilion City, Route 14) and gotten Misty to return to her Gym, Suicune (level 40) will be waiting for you here at the top of the cape on the far eastern edge.

How to read this table

If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
