Just like the D/P Locations, except with surfing and fishing!
How to Read This Section
Basically, this section consists of detailed wild Pokémon info on all the locations in Diamond and Pearl with wild Pokémon found while fishing or surfing. Here it is rather redundant to sort by the highest levels as I do in the route data as the restrictions on the availability of the methods used result in the levels being pretty much the same in every location but different for the methods. Some areas have different sections; if all the sections of an area contain the same Pokémon or there is only one area, only the location's name is shown in the heading, but if they differ, they are here treated as different locations (although the "Where" and "Notes" about them will be the same). If Diamond and Pearl have different Pokémon, there is one table for each version; otherwise there is only one.
The table is arranged into rows of rarity slots and columns of methods. The way the Pokémon games code wild Pokémon while fishing or surfing is that each location has five rarity slots, each having its own chance of appearing, and each method (Surfing, Old Rod, Good Rod and Super Rod) has one Pokémon in each rarity slot as well as a maximum and a minimum level; the actual level of the Pokémon you might find will be a random level between those values (inclusive).
You can hover over any Pokémon in the table to see the experience and effort points you get for defeating it, but the total averages for the location are also summed up below the table. The average base experience, by the way, is basically how much experience the Pokémon give relative to their levels.
In order to find where a certain Pokémon is found, you can simply use your browser's search function (usually Ctrl+F in my experience) to search for the Pokémon's name. I might at some point create a tool to search for it more easily, but this is it right now.

Twinleaf Town
Where: Your hometown, duh. The pond where you can surf/fish is at the bottom.

Pastoria City
Where: The sea, where you can surf and fish, is in the middle right of the town. Just go down from the Pokémon Center into the center of the town, and it's there on the right.

Oreburgh Gate
Where: It's the cave between Jubilife City and Oreburgh City. It's best to get to it from Oreburgh; it's just on the west side of the town. Getting to B1F requires Rock Smash; you go up that path in the middle of the cave, smash the rocks, and then go on right and down those stairs.

Where: Between Hearthome City and Solaceon Town.
Notes: If training for experience, daytime is definitely the best time to be here, replacing the baby Pokémon of the morning with two evolved Pokémon.

Route 210
Where: Between Solaceon Town and Celestic Town. The Celestic Town side is where everything is foggy; the Solaceon Town is everything below that.
Notes: The Solaceon Town side is one of my favorite routes in the game to train. It seems to have a considerably higher encounter rate than a lot of other places, meaning you're quicker to find wild Pokémon, and its abundance of Ponyta and Kricketune during the day and night, not to mention the occasional possibility of Chansey, makes it give more experience on average even than higher-leveled routes.

Route 224
Where: At the other exit of Victory Road. From the Pokémon League, go down the waterfall and head into the cave. Go down over that bridge and use Rock Climb. Go left and then up between the two large platforms. Turn left where the old man is and go up the stairs onto the platform on the left. Go down and right over the bridge onto the other platform, and then go around the platform there to find the entrance to another part of Victory Road there on the right wall. Go in there. Head down that flight of stairs, up, down the next stairs and out the exit there on the right. You are now in a foggy area of the cave. Defog it, go down and Surf into the water on the right. Go right and up there until you come to a square of land in the top right corner of the platform you're on. Go down the stairs on the right there, go down and right around that body of water, up past the two Ace Trainers, and left to the stairs. Go down the stairs and continue on upwards to the line of rocks, then turn left, up, right, down and right as the path dictates. Turn down and go right along that narrow path, then finally down the stairs, Surf over the water above you, go down the stairs there and over the next lake, and continue up. Go right through that exit into another room, and then go right up that huge staircase to the final exit. You've made it! Yup, that's Route 224 at last.
Notes: This route is pretty ridiculously inaccessible and doesn't even really give the createst EXP or effort points in the world, so you're not likely to be training in this place much.

Where: Between Fight Area and Survival Area. Just go north through the gatehouse at the left edge of the settlement.
Notes: This place doesn't give much less experience on average than Route 224 (especially in Diamond), has Pokémon around the same level and is dramatically more accessible, so it's always a better choice (although Route 229 is slightly better for Pearl). It is also one of the better places in the game to EV train for Speed in the morning and day, presuming you're using wild Pokémon - you'll just have to run from Skuntank (in Diamond), Roselia and Machoke.

Route 227
Where: The route that goes up to Stark Mountain from where Route 226 and Route 230 meet. You're best off going up from the left side of Resort Area, through the grass, up through the sandy Route 228 until you get to a pond, then through the grass on the left, up to the gatehouse and through it. Route 226 is there on the other side, but you just run up through the grass on the left and you're in Route 227.
Notes: The experience you get from this place is very nice, but it's uncomfortably inaccessible compared to Route 228 which gives more EXP for Pokémon at lower levels (admittedly in sandstorm).

Where: From Survival Area, go up on the left side of the settlement and then northwest through the grass. Once you're through that, just go a bit further up and you'll get to Route 228. You'll need to go a bit further up (or, alternatively, up the mudslides on your bike) to get to the tall grass.
Notes: This place gives some great experience (especially in the morning and day), but is dragged down by the constant sandstorm.

Where: The sea route between Fight Area and Resort Area; you have to Surf to get to the grass. From Fight Area, go out through the east exit and Surf into the sea on the right. Go on right until you come to the island and then go down near the edge of it until you come to where you can get on land and go up a staircase to a large patch of grass.
Notes: This is a bad place to train in pretty much all aspects. Avoid it except just to catch Pokémon.

Where: Near Floaroma Town. Go right out of the town, go up onto the bridge and then Surf into that river flowing beneath it. Follow it left and up, disregarding the first place where you can get onto dry land (on the right) but going up on the next, where there is a honey tree and a patch of grass.
Notes: It's not very accessible and there are better places to train this level.

Mt. Coronet (4F)
Where: In the middle of Sinnoh. The Route 207, Route 211 and Route 216 parts are obviously the parts connected to those respective routes, which are the ones you get to straight from the outside. To get to the "Snowfall" part, go into Mt. Coronet from the Route 207 side (near Oreburgh City), Surf right over that little lake above and proceed towards the wall there, go down and make sure not to go off the ledge as you go right along it and get to the climbable wall, which you should then use Rock Climb on. Go up the stairs there, continue upwards until you come to some ledges, go left all the way to the wall and then down when you're forced to. Get up on the platform to your left and continue immediately up from the stairs. Go left over the bridge, then down the stairs below and then head on up under that bridge you went over earlier, up another set of stairs. Then go up the stairs onto the platform on the right, head right over the bridge there, down the stairs from the platform, be careful not to fall over the ledge as you turn left and go upwards down the next set of stairs, and then finally go up and left across the pit you're in, up the stars in the top left corner and then through the entrance on the top wall. Go up, up the stairs and then up the stairs on the right. Turn upwards and go up yet another flight of stairs. Then turn left as the tunnel turns and then down, and when you're all the way down you'll come to a cave exit which leads you to the aforementioned Snowfall area. Don't ask me where the Blizzard area is (not that you should care, considering it apparently has the exact same Pokémon as the Snowfall area), exactly how to get to the other floors or what exactly the "Cave" area is. I don't know and can't be bothered to try to figure it out.

Turn left where the old man is and go up the stairs onto the platform on the left. Go down and right over the bridge onto the other platform, and then go around the platform there to find another cave entrance on the right wall.

Lake Verity
Where: Just by your hometown, as you should remember from the beginning of the game. Go up from Twinleaf Town, turn left along Verity Lakefront, and then go up into the forest to Lake Verity. The grass here doesn't need you to Surf to get to it, luckily; it's at the southeastern bank of the lake, which is the one you enter at.
