Mt. Coronet (snowfall)

Where?

In the middle of Sinnoh. The Route 207, Route 211 and Route 216 parts are obviously the parts connected to those respective routes, which are the ones you get to straight from the outside.

To get to the "Snowfall" part, go into Mt. Coronet from the Route 207 side (near Oreburgh City), Surf right over that little lake above and proceed towards the wall there, go down and make sure not to go off the ledge as you go right along it and get to the climbable wall, which you should then use Rock Climb on. Go up the stairs there, continue upwards until you come to some ledges, go left all the way to the wall and then down when you're forced to. Get up on the platform to your left and continue immediately up from the stairs. Go left over the bridge, then down the stairs below and then head on up under that bridge you went over earlier, up another set of stairs. Then go up the stairs onto the platform on the right, head right over the bridge there, down the stairs from the platform, be careful not to fall over the ledge as you turn left and go upwards down the next set of stairs, and then finally go up and left across the pit you're in, up the stars in the top left corner and then through the entrance on the top wall. Go up, up the stairs and then up the stairs on the right. Turn upwards and go up yet another flight of stairs. Then turn left as the tunnel turns and then down, and when you're all the way down you'll come to a cave exit which leads you to the aforementioned Snowfall area. Or Blizzard area; they're exactly the same, so I don't technically know which is which and you shouldn't really need to get to the other.

Don't ask me exactly how to get to all the other floors or what exactly the "Cave" area is.

Notes

In Mt. Coronet B1F, there is a large underground lake (to get there, enter from the Celestic Town side, go up, push the rock with Strength, head on up the straight path and then follow it left to the staircase, Defog the area, turn up where the path does, and soon you'll be able to go down a staircase on your right to the lake). On this lake, four random tiles, changing every day, will be set to contain Feebas (level 10-20) when you fish.

Unlike, well, all the other cases where special additional Pokémon can appear in areas, Feebas does not simply overwrite some rarity slots on the route. Instead, my best guess is that when you're on a Feebas tile, the game effectively first flips a coin (50%) to decide whether you're going to encounter a Feebas and then, if not, goes on to determine a Pokémon as normal instead, effectively giving all of them half of the listed chance of appearing on a Feebas tile.

When catching Feebas, I suggest fishing once in every tile with your chosen Rod. Even though you might miss a Feebas tile, it is hell to try to fish five times on each tile and you really have no time to do that with the whole lake in just one day.

In Platinum, there is a small cave somewhere containing a Nevermeltice. If you have an event Regigigas in your party, this cave will instead have a Regice (level 30) for you to battle.

How to read this table

The bolded horizontal headings stand for the main condition that affects the following slots; the big cells on the left side describe which circumstances must apply for the rows they span to be active. The percentages tell you the chance of a Pokémon from this slot (row) appearing for any given wild encounter, provided the condition on the left holds. Each condition (i.e. each bolded horizontal heading) always has the same number of slots actually active.

If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
