Turnback Cave (between pillars 2 and 3)
Where?
Giratina's cave. Once Spring Path opens up (this happens after you've gotten the National Pokédex in D/P or after you've gone through the Distortion World in Platinum), go down from Veilstone City, navigating through the grassy maze that is the right half of Route 214 and eventually you'll come to a gap in the fence there on the right which leads to a gap between the trees. Go in there, into the forest into Sendoff Spring, right through the grass, and climb up the wall above you. Take the path to the right (it's not as grassy, even though it looks like it has more grass when you first get there) and go through the grass until you get to the other side of the crater. There, you can use Rock Climb to climb down, and the entrance to Turnback Cave will be just to your left.
The section is initially the low-level section (before pillar 1), but once you get to the first of the three pillars you must pass on the way to the final room, the mid-level Pokémon (between pillars 1 and 2) will appear, and when you've passed the second pillar, they'll be high-level (between pillars 2 and 3). Even though the pillar rooms and "after pillar 3" are listed as sections, this appears to be nonsensical, extraneous data, as going anywhere after the third pillar will land you back at the beginning and the pillar rooms don't contain any Pokémon.
Notes
Giratina (level 70) is found in the final room in Diamond and Pearl. In Platinum, the final room just has a portal to the part of the Distortion World where you find the Griseous Orb, although Giratina (level 47) will also appear for a second chance if you knocked it out when originally in the Distortion World.
How to read this table
The bolded horizontal headings stand for the main condition that affects the following slots; the big cells on the left side describe which circumstances must apply for the rows they span to be active. The percentages tell you the chance of a Pokémon from this slot (row) appearing for any given wild encounter, provided the condition on the left holds. Each condition (i.e. each bolded horizontal heading) always has the same number of slots actually active.
If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
